This December, if you drive over Perdido Pass or look across Ole River from your favorite spot in Orange Beach, you will notice something that looks more like an industrial movie set than a quiet winter day on the water. Large steel barges are anchored near the channel, excavators are working along the shoreline, and a long black-and-orange pipe snakes across the surface of the river and out toward the little island where boaters gather all summer.
