Boundary = legal edges. Topo = the lay of the land. As-built = what actually got built. Elevation certificate = flood and insurance elevations. Wetland delineation = protected wetland edges. Geotech / CPT = what the soil can safely carry.
Before you build
Boundary survey report
A boundary survey report typically includes a survey plat showing property lines, corners, bearings and distances, easements, setbacks, a north arrow, scale, and the surveyor’s certification. It answers where your parcel begins and ends — especially important with Gulf Coast setbacks.
You usually want this early: before purchase decisions harden, and before permits and staking. Planning range in Baldwin County conversations is often about $400–$1,500 for residential work (scope changes the number).
Design and grading
Topographic (topo) survey report
A topo report maps contours, spot elevations, drainage paths, trees, utilities, and site features. It answers what the terrain is doing — essential for house placement, grading, and flood-aware design on coastal lots.

After construction
As-built survey report
An as-built report shows the finished structure as it actually stands — footprint, dimensions, setbacks from lines, and related site improvements — compared against what was proposed. It is the compliance close after the build.
During construction you still need staking and the early boundary/topo foundation. After the last work is complete, the as-built (often with an elevation certificate) supports certificate of occupancy and insurance files. Planning range: about $700–$2,500.

Flood and insurance
Elevation certificate
An elevation certificate is a FEMA National Flood Insurance Program form, completed and certified by a licensed surveyor or engineer. It documents finished floor elevations, lowest adjacent grades, machinery elevations, and flood-zone / FIRM details. Lenders and insurers use it to evaluate compliance and flood insurance rating.
It is not automatically required in the same way for every Gulf Coast property — zone, structure type, and lender/insurer requirements drive the need. Planning range: about $450–$1,200.

Environmental
Wetland delineation report
A wetland delineation report maps protected wetland boundaries on a lot using soil, vegetation, and hydrology. The package often includes a cover report, a boundary map with flagged points, and determination data forms. It is commonly needed before digging on sensitive coastal sites and for permit conversations with the applicable reviewing authorities.
Planning range for small lots is often about $1,500–$3,500. Confirm scope and acceptance requirements with the provider and the reviewing authority.
Foundations
Geotech soils report & the CPT cone
A geotechnical soils report documents soil composition, strength, groundwater, and foundation recommendations. A cone penetrometer test (CPT) pushes a specialized cone-tipped probe into the ground to measure resistance and soil behavior with depth — often shown in the report as CPT graphs alongside boring logs and bearing-capacity tables.
On sandy, variable Gulf Coast ground, this is about safe foundations. Planning range: about $1,500–$6,000 depending on scope.
