My rule of thumb: if you’re serious about building, budget for a boundary survey plus topo early. It saves money later when setbacks, elevations, and site decisions get real.

This can mean anything from a simple utility layout for a single home (meter location and service line routing) to a stamped civil engineering plan showing waterline sizing, tie-in points, valves, backflow, fire flow considerations, and coordination with the utility provider. The price depends on how complex the site and connection are.
- Simple single-lot water service layout: $1,500 to $4,000
- Stamped civil “utility plan” for permitting (water, and sometimes sewer): $4,000 to $12,000+
- If the lot requires extending or upsizing a main line: planning and engineering can move higher, and construction costs are separate
- Distance to the nearest main and complexity of the tie-in
- Whether the plan must be stamped by a licensed engineer
- Whether fire flow or hydrant spacing must be addressed
- Coordination requirements with the utility provider and permitting office
- Need for combined water + sewer drawings, grading, and erosion-control sheets
Many single-home builds only need a clean site plan that shows utility locations and service runs. If an engineer-stamped water distribution plan is required, it’s typically because of connection complexity or permitting standards tied to the scope of work.
