When I’m helping someone evaluate a vacant lot on Ono Island, two “early budget” items come up constantly: a new boundary survey (often with topo) and any utility planning a builder or permitting office may require. Below are practical price ranges I see most often, plus what drives the number up or down.

My rule of thumb: if you’re serious about building, budget for a boundary survey plus topo early. It saves money later when setbacks, elevations, and site decisions get real.

1) New Survey Cost on a Vacant Ono Island Lot

Typical price ranges
  • Boundary survey (standard residential lot): $1,200 to $3,500
  • Boundary survey (waterfront, irregular, dense vegetation, or complex corners): $2,500 to $6,000
  • Boundary + topographic survey (most common for build planning): $3,500 to $9,000
  • Elevation certificate (if needed for financing or flood documentation): $150 to $600
What changes the price
  • Lot size and whether corners are readily accessible
  • Waterfront features, bulkheads, and shoreline complexities
  • How much brush-clearing is needed to shoot lines
  • How clear the deed history and prior pins/monuments are
  • Whether you need topo contours, tree shots, or a buildable-area overlay
  • Turnaround time, rush fees, and required signatures or certifications

If the lot is being purchased for new construction, I usually recommend a boundary + topo survey so your architect, builder, and permitting team are all working from the same “ground truth” data.

2) Water Distribution Plan Pricing

First, what “water distribution plan” usually means

This can mean anything from a simple utility layout for a single home (meter location and service line routing) to a stamped civil engineering plan showing waterline sizing, tie-in points, valves, backflow, fire flow considerations, and coordination with the utility provider. The price depends on how complex the site and connection are.

Typical price ranges
  • Simple single-lot water service layout: $1,500 to $4,000
  • Stamped civil “utility plan” for permitting (water, and sometimes sewer): $4,000 to $12,000+
  • If the lot requires extending or upsizing a main line: planning and engineering can move higher, and construction costs are separate
What changes the price
  • Distance to the nearest main and complexity of the tie-in
  • Whether the plan must be stamped by a licensed engineer
  • Whether fire flow or hydrant spacing must be addressed
  • Coordination requirements with the utility provider and permitting office
  • Need for combined water + sewer drawings, grading, and erosion-control sheets

Many single-home builds only need a clean site plan that shows utility locations and service runs. If an engineer-stamped water distribution plan is required, it’s typically because of connection complexity or permitting standards tied to the scope of work.
